Labor MPs back in data harvesting criticised by CCC as Liberal leader Libby Mettam slams use of staff

Labor MPs have backed the use of a data system central to a Corruption and Crime Commission investigation, with one saying there was a “fine line” between an MP’s work and campaigning. Ahead of Parliament’s return on Tuesday, The West Australian revealed a report by the commission had been provided to senior Labor figures, alleging MPs routinely used electorate staffers for party political purposes during work hours. But there was no finding of misconduct because electorate officers claimed they made up the time elsewhere. Premier Roger Cook said he had not seen the report, but the allegations were “very serious”. “All members of parliament are responsible for interacting with their communities,” he said. “They’re responsible for getting themselves re-elected, and I appreciate from time to time that area may that may cause some confusion or maybe an area of some contention. “But what’s most important of all is that all our members act with absolute integrity.” Liberal leader Libby Mettam said the issue “stinks”. “We have a dodgy, incompetent Government who have not delivered in the best interests of Western Australians,” she said. “Some serious concerns have been raised. I look forward to seeing what the final report actually states, but this obviously deserves thorough investigation.” Shadow police minister Peter Collier said it was a clear breach of rules and that overtime did not make up for it. “Too cute by halves,” he said. “The use of electorate officers for political purposes is banned. There is no ambiguity, there is no grey area.” Retiring Labor MP Darren West conceded that there was a “fine line” between community work and campaigning. “There’s rules and we work with them,” he said. “It’s important that members of parliament are regularly in contact with the electorate, know what their issues are and work for better outcomes for them. “This is not uncommon for political parties to have a record of their contact with constituents — and that’s what this is. So I don’t see a problem with it. “There’s a balance there and I guess it’s a fine line between someone using it for campaigning and someone using it in their role as an MP and that’s what we use it for.” Churchlands MP Christine Tonkin called “campaign central” a valid “customer relationship management tool” and defended the practice. “So we can track where we’ve had ongoing issues that people have raised with us, so we follow up and make sure that we’re looking out for and serving those people,” she said. Other Labor members would not reveal whether their staff used it, broadly saying that they trusted them. “Communicating with your electorate is part and parcel of what we do,” Jandakot MP Yaz Mubarakai said. Deputy Labor leader Rita Saffioti said that she had not seen the CCC’s preliminary report and it was “very hard to comment” on the allegations. “What we do is we talk to constituents and we make sure that we know their issues,” she said. “Every political party, every government, has always had electoral management systems — that’s what we do and that’s where we record our interactions with our constituents. “All I know is that we take our role, keeping engaged with our constituents as our No. 1 priority. That’s what we do. That’s what I’ve always done. Leader of the Government in the Legislative Council Sue Ellery said that she has not seen the CCC report. “We communicate with constituents all the time,” she said. Arts Minister David Templeman denied that campaign central blurred the line between electorate business and party work. “People collect a lot of data in a whole range of ways,” he said. “At the end of the day, you need to communicate with your electorate.”
