Liam Ryan: Former bikie fined for breaking insignia laws at Mindarie pub for ‘one per cent’ face tattoo

A 34 year-old-man who police claim is a former Mongols bikie has been fined for displaying insignia of an identified organisation at a Mindarie pub. Liam Ryan appeared from custody at Joondalup Magistrates Court last month and pleaded guilty to two disorderly behaviour charges and one displaying insignia charge, visible in the form of a face tattoo. Ryan, who was visiting WA from the east coast, was at the The Boat in Mindarie at noon on Thursday, August 22, with a female friend. She noticed his behaviour change and believed he had taken a substance other than alcohol before asking bar staff and security for assistance. The police prosecutor said Ryan became verbally abusive towards police when they arrived before a physical fight ensued between him and the police officers in front of patrons. Once arrested, police noticed the “one per cent” tattoo on Ryan’s temple and discovered he was connected to the Mongols’ eastside chapter. The term “one per cent” widely signifies membership to an outlaw motorcycle club. The prosecution said Ryan told police he had left the club in 2023 “on good terms”. Once in police lock-up at Clarkson police station, Ryan continued yelling and spitting at officers to return his vape and enter the lock-up to fight him. Magistrate Tom Hall fined Ryan $1300 for the offences and warned him of WA’s strict insignia laws, telling him to next time “put a Band-Aid on your face”. “It’s (outlaw insignia) illegal in WA, did you know?” Mr Hall said. Ryan replied “No I didn’t”. The fine comprised $500 for each of the disorderly behaviour offences at the pub and Clarkson police station and $300 for displaying insignia in public.
